To whom it may concern,

I received a parking fine (citation number A025718) at 1:26 p.m. on Friday, January 4 that I would like to contest. I parked at 12:45 p.m. and put one dollars worth of change in the corresponding parking meter to pay for an hour of parking.

However, the meter did not read it. I left a note on my dashboard stating that I fed the meter and giving my arrival time, but I still received a fine. I tried making the note as visible as possible, but it appears the officer did not see it.
